provided to demonstrate that this loss is acceptable. The development would therefore result in an
unwarranted reduction in the Borough’s housing stock, contrary to the relevant provisions in the National
Planning Policy Framework (2024), Policies H8A of the London Plan (2021) and Strategic policy 03(7) of the
Harrow Local Plan (2021-2041).

- Insufficient information has been provided to demonstrate the proposal would address an identified local
need for the proposed children’s care home and that the development is located within the community is
intended to serve would be required. The lack of a legal agreement to secure first refusals for children
placements for the London Borough of Harrow would not ensure that the needs of local childcare would be
addressed. As such, the proposed change of use would be inappropriate for this site contrary to the relevant
provisions of the National Planning Policy Framework (2024), , Policies H12 of the London Plan (2021), Policy
HO7 and Strategic Policy 03(7) of the Harrow Local Plan (2021-2041).

- Insufficient information has been provided to demonstrate that the proposed change of use of the site from
a dwellinghouse to a children care home would have no significant adverse noise and disturbance to the
detriment of the amenities of neighbouring occupiers at 21 and 25 Durham Road, contrary to Policies D3, D13
and D14 of The London Plan (2021) and Policy GR1C and Strategic Policy 01 of the Harrow Local Plan
(2021-2041).
