would result in an overly dominant and unduly obtrusive development, which would be harmful to the
character and appearance of the existing site and would fail to respect the prevailing pattern of development
in the area, contrary to the high quality design aspirations of the National Planning Policy Framework (2023),
Policy D3 D (1) and D 3 D (11) of the London Plan (2021), Policy DM1 of the Harrow Development
Management Policies Local Plan (2013) and the adopted Supplementary Planning Document: Residential
Design Guide (2010).

-The proposed outbuilding would result in a visually dominant and overbearing form of development and
would give rise to a loss of outlook, light, overshadowing and actual and perceived overlooking, to the
detriment of the residential amenities of the occupiers of No. 14 due to its siting along the boundary with No.
14 The Spinney, its excessive height, scale and bulk, and the provision of windows within the rear wall of the
outbuilding. As such, the proposal is contrary to the National Planning Policy Framework (2023), Policy D3 (7)
of the London Plan (2021), Policy DM1 of the Harrow Development Management Policies Local Plan (2013)
and the adopted Supplementary Planning Document: Residential Design Guide (2010).
