- The incongruous design and materials of the proposed replacement windows and door would undermine the established character and appearance of the locally listed building and would fail to preserve or enhance the character and appearance of the Roxborough Park and the Grove Conservation Area, and there is not clear and convincing justification for the harm, nor public benefits to outweigh it. The proposal is therefore contrary to the high quality design aspirations of the National Planning Policy Framework (2024), policies D3 and HC1 of The London Plan (2021) and policies GR1 and HE1 of the Harrow Local Plan (2021-2041).
