- The proposed replacement windows to front and rear elevations, would in officers’ opinion adversely impact the character and appearance of the host property and fail to preserve or enhance the character and appearance of the Mount Park Estate Conservation Area and/or fail to respect the setting of the Listed Buildings and set a dangerous precedent. As such, the proposal would conflict the requirements of Policies D1 and HC1C of the ‘London Plan’ (2021), Policies GR1 and HE1 of the London Borough of Harrow Local Plan (2021 -2041), guidance contained within Para’s 212, 213, 215, 216 and 219 of the ‘National Planning Policy Framework’ (2024) and ‘The Setting of Heritage Assets Historic Environment Good Practice Advice in Planning Note 3’ (Second Edition), London Borough of Harrow Residential Design Guide Supplementary Planning Document (2010) and Mount Park Estate Conservation Area Appraisal and Management Strategy (2008).
