Why it was refused

Reason
As stated on the decision notice
1
- The proposal, by reason of the lack of on-site car parking provision for both proposed family-sized units, and given the poor London PTAL 1a rating of the area, is considered to generated additional parking demand to the surrounding street network adding parking stress to considered harmful to highway safety and convenience. As such, the development is contrary to Policies T1, T6. and T6.1 of the London Plan (2021), Policy CS1 of the Harrow Core Strategy (2012) and Harrow Development Management Policy DM 26 and DM 44 (2013).
