intended to serve, the proposed change of use would result in an inappropriate over intensification of the site
which would fail to comply with Policies H8.A and S3.B of the London Plan (2021) and Policy DM46.B of the
Harrow Development Management Policies Local Plan (2013).

- By reason of the intensification of the site and the number of people proposed to be on site, the proposal
would result in an unreasonable degree of impacts with regard to noise and disturbance to the detriment of
the amenities of neighbouring occupiers, contrary to Policies D3, D13 and D14 of The London Plan (2021)
and Policy DM46 of the Harrow Development Management Policies Local Plan (2013).

- By reasons of the over intensification of the site and the number of people proposed to be on site, the
proposal would result in an unreasonable degree of impacts with regard to traffic and parking impacts; and
that the applicant has failed to demonstrate that adequate provision has been made for waste, servicing and
deliveries. The development is thereby contrary to Policy T4.F and T7.G of The London Plan (2021) and
Policies DM42.F, DM43.C, DM44 and DM45 of the Harrow Development Management Policies Local Plan
