Why it was refused

Reason
As stated on the decision notice
1
- The proposed rear dormer, by reason of its design and insufficient set-backs from the proposed first floor roof form, would result in an a bulky and incongruous development; while the excessive number of rooflights proposed on the front roof slopes would result in clutter to the frontage of the house, to the detriment of the character and appearance of the house and the local street scene. The proposal is thereby contrary to the high design standards of the National Planning Policy Framework (2024), Policy D3.D(1), (11) of the London Plan (2021), Core Policy CS1.B of Harrow Core Strategy (2012) policy DM1 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning Document: Residential Design Guide (2010).
2
- The proposed single storey rear extension, given its depth and excessive height, would result in a detrimental impact to the amenities of No. 123 Cambridge Road and No. 119 Cambridge Road, contrary to the Policy D3.D(7) of the London Plan (2021), policy DM1 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning Document: Residential Design Guide (2010).
3
- The proposal, by reason of the site being located within an area of land liable to flooding and the lack of a comprehensive Flood Risk Assessment, has failed to demonstrate that the proposed development would not exacerbate the risk of flooding within the site or increase the risk and consequences of flooding elsewhere, contrary to the National Planning Policy Framework (2024), Policies SI12 and SI13 of The London Plan (2021), Core Policy CS1.U of Harrow Core Strategy (2012) and Policies DM9 and DM10 of the Harrow Development Management Polices Local Plan (2013).
