- In the absence of sufficient justification or supporting evidence, the proposed original commercial character of these converted properties by reason of an uncharacteristic residential style boundary treatment; results in the loss of historic features, such as the original centre door of no. 66 and Luxcrete glass blocks; and introduces an unacceptable modern double glazing style to the front of the property. This is considered harmful to the character and appearance of the Harrow on the Hill Village Conservation Area, and contrary to the high-quality design aspirations of the National Planning Policy Framework (2021), Policies D3 and HC1 of the London Plan (2021); CS.1 of the Harrow Core Strategy (2012), Policies DM1 and DM7 of the Development Management Plan Local Policies (2013); the adopted Supplementary Planning Document: Residential Design Guide (2010) and Harrow on the Hill Village Conservation Area Appraisal (2008).
