- In the absence of a full justification or supporting evidence, the residential element of the development, by virtue of the site background noise, disturbance, poor outlook and security concerns associated with its location within a backland parking and servicing area alongside issues integral to the scheme’s design, would result in a substandard form of accommodation for future occupiers of the site to the detriment of their living conditions. The development is thereby contrary to the high quality design aspirations of the National Planning Policy Framework (2024), Policies D3, D11, D13, and D14 of The London Plan (2021), Policies DM1 and DM2 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning Documents Residential Design Guide (2010).
