- The proposed single storey rear extension by reason of its depth, design and scale would result in an overly dominant and bulky form of development, at odds with the prevailing visual character in the immediate location. As such, the development is contrary Policy D3 of The London Plan (2021), Core Policy CS1.B of the Harrow Core Strategy (2012), Policy DM1 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning Document: Residential Design Guide (2010).

- The proposed side and rear single storey extension by reason of its depth and proximity to the shared boundaries would result in detrimental overbearing and loss of outlook to rear habitable windows located on No 10 and No 14 The Avenue. As such, the development is contrary to Policy D3 of The London Plan (2021), Core Policy CS1.B of the Harrow Core Strategy (2012), Policy DM1 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning Document: Residential Design Guide (2010).

- The proposed development is supported by inadequate and unsatisfactory compensatory flood storage to mitigate flood risk and has no connectivity with the flood plain and inadequate drainage drawing showing surface and foul water connections and their outfall details. As such, the development is contrary to the National Planning Policy Framework (2023), policies SI12 and SI13 of The London Plan (2021) and policies DM9 and DM10 of the Harrow Development Management Polices Local Plan (2013).
