- The proposed change of use from single dwellinghouse (C3) to HMO for 8 people (Sui Generis) by reason of an
over intensification of use of the property into an 8 person HMO is unacceptable in principle due to the site’s poor
accessibility to public transport, site’s suitability, insufficient internal floorspace, cumulative impact to the prevailing
residential character of the area and the excessive number of occupants would give rise to a development that would
be detrimental to the residential character of the area and the amenities of neighbouring residents. The proposal would
therefore be contrary to the National Planning Policy Framework (2024), Policies D3 and D14 of The London Plan 2021
and Policies GR1 and HO10 of Harrow Local Plan (2021-2041).

- The proposed change of use from single dwellinghouse (C3) to HMO for 8 people (Sui Generis) by reason of
insufficient information submitted to show the location and provision of cycle parking, details of how waste would be
stored and managed on the site together with the lack of soft landscaping to enhance the development, would result in a
substandard form of development for the future occupiers of the site and could give rise to a visual clutter of the
forecourt to the detriment of the character and appearance of the streetscene. The proposal would therefore conflict with
the aspirations of Policies T5, T6.1 and D3 of The London Plan 2021 and Policies GR1, HO10, M1 and M2 of Harrow
Local Plan (2021-2041).
