- The proposal, by reason of failure to provide 35 per cent family sized units with 3 or more bedrooms including the provision of no family units on the ground floor of block B and the overall high proportion of smaller units below 4 persons, would result in an inappropriate and inadequate housing mix, having regard to the location of the site and the character of its surroundings as well as the evidence of local need which identifies the need for more larger family sized units, and would fail to create inclusive and mixed communities, contrary to the provisions of the National Planning Policy Framework (2024), policy H10 of the London Plan (2021) and policies HO1 and HO2 of the Harrow Local Plan (2021-2041).

- The proposed development, by reason of the poor outlook to the units of block B on the northern elevation facing the rear service road and tight interrelationship with Block A, compromised daylight and sunlight to private amenity spaces and internal living spaces of flats B1 and B3, poor siting, insufficient and cramped refuse store, poor access and failure to demonstrate the provision of a wheelchair Accessible Unit for block B, would result in poor quality accommodation which would not be fit for purpose, to the detriment of the residential amenities of the future occupiers, contrary to the National Planning Policy Framework (2024), Policies D3 (7), D5, D7 and D6 of the London Plan (2021), and Policies GR1, GR3A, HO2, of the Harrow Local Plan (2021 - 2041).

-The proposed development by reason of failure to provide the maximum reasonable level of affordable housing and insufficient justification to demonstrate why such provision cannot be delivered would fail to contribute to mixed and balanced communities and meet local housing need, contrary to the National Planning Policy Framework (2024), policy H4 of The London Plan (2021) and policy HO4 of the Harrow Local Plan (2021-2041)

- The proposed development, in the absence of a sufficient Noise Impact Assessment and Odour Assessment, has failed to demonstrate that the future occupiers of the proposed development would not be adversely affected in terms of noise and odour, resulting in poor quality living conditions, to the detriment of their residential amenities, contrary to the National Planning Policy Framework (2024), Policies D3 (7), D6 and D14 of the London Plan (2021), and Policies GR1 and HO2, of the Harrow Local Plan (2021 - 2041).
