- The proposed rear dormer extension, by reason of its excessive bulk and massing, and excessive
coverage of the rear roofslope, would result in an unduly obtrusive and incongruous addition that would poorly
relate to the existing host property and the cottages in which No. 45 Waxwell Lane sits, detracting from the
character properties in the Waxwell Lane Conservation Area. The rear dormer would thereby unacceptably
harm the character of the original dwellinghouse and the visual amenities of the area, contrary to the high
quality design aspirations set out in The National Planning Policy Framework (2024), policies D3 (D(1), D(11))
and HC1 of The London Plan (2021), Policy CS1.B/D on the Harrow Core Strategy (2012), Policies DM1 and
DM7 of the Development Management Local Plans Policies (2013), the adopted Supplementary Planning
Document: Residential Design Guide (2010), and the Waxwell Lane Conservation Area Appraisal and
Management Strategy (2009).
