Delegated decision: Refused · Germaine Asabere
Why it was refused
Reason
As stated on the decision notice
1
- The proposed extensions, loft conversion and intensification of use of the property from a single family
dwelling (C3) to a 9 person / nine – bedroom House in Multiple Occupation (HMO – Sui Generis) is
unacceptable in principle due to the site’s poor accessibility to public transport and essential services, which is
contrary to the National Planning Policy Framework (2024), Policy CS1 of the Harrow Core Strategy (2012),
Policy DM30 of the Harrow Development Management Policies Local Plan (2013) and Policy HO10 of
Harrow’s New Draft Local Plan 2021-2041 (Regulation 19 Version) (2025).
2
- The proposed side to rear roof dormer, by reason of its cumulative scale and massing would result in an
overly dominant, bulky and visually obtrusive form of development, at odds with the visual character of both
the host property and prevailing character wider area, contrary to the high quality design aspirations of the
National Planning Policy Framework (2024), Policies D3, of The London Plan (2021), Core Policy CS1 of the
Harrow Core Strategy (2012), Policy DM1 of the Harrow Development Management Policies Local Plan
(2013), the adopted Supplementary Planning Document: Residential Design Guide (2010) and Policy GR1 of
the Harrow New Local Plan (2021-2041) (Regulation 19 Version) (2025).
