- The proposed front extension by virtue of its ad hoc design (glass panelling, material use, fenestration,
scale), would introduce a permanent feature that would be out of character with the street scene within this
part of Gayton Road and the host dwellinghouse. The proposal is therefore contrary to the high quality design
aspirations of the National Planning Policy Framework (2024), Policy D3.D.1 and D.11 of The London Plan
(2021), Core Policy CS1.B of the Harrow Core Strategy (2012), Policy DM1 of the Harrow Development
Management Policies Local Plan (2013), Policy GR1 of London Borough of Harrow's Draft Development
Management Policies Local Plan (2021-2041) and guidance contained within London Borough of Harrow
Councils adopted SPD entitled 'Residential Design Guide' (2010);
