- The proposed outbuilding, by reason of its excessive height, bulk and depth would appear as an obtrusive, incongruous and inappropriate form of development in the rear garden, resulting in an overdevelopment of the site and a detrimental impact on the character and appearance of the property and the area, to the detriment of the visual amenities of the neighbouring occupiers, contrary to the National Planning Policy Framework (2024), Policies D3.D (1), (7) and (11) of the London Plan (2021), Core Policy CS1.B of the Harrow Core Strategy (2012), policy DM1 of the Harrow Development Management Policies Local Plan (2013), the adopted Supplementary Planning Document: Residential Design Guide (2010).
