-The proposal, by reason of its subdivision from a 1x2 bed flat, to a 1x1 bed flat and a studio flat, would fail
to achieve an appropriate housing mix, having regard to the location of the site and its surroundings and
would fail to respond to local need and contribute to the creation of inclusive and mixed communities, contrary
to the provisions of the National Planning Policy Framework (2024), policy H10 of the London Plan (2021)
and policies HO1 and HO2 of the Harrow Local Plan (2021-2041).

-The proposed studio flat, by reason of its inadequate Gross Internal Area and poor horizontal stacking
relationship with the kitchen of the adjacent flat, would fail to meet the minimum standards set out in National
Technical Housing Standards and would give rise to unreasonable noise and disturbance to the current and
future occupiers of the unit. The proposal therefore provides poor quality and cramped
accommodation, detrimental to the amenities of current and future occupiers, contrary to the provisions of the
National Planning Policy Framework (2024), Policy D6 of the London Plan (2021) and Policy HO2 of the
Harrow Local Plan (2021-2041).
