REASON: The proposed works by virtue of their loss of historic fabric and unsympathetic design would
adversely affect the character and special architectural and historic interest of the listed building and
the character and appearance of the Barnsbury Conservation Area. The works would therefore cause
less than substantial harm to the significance of the heritage assets with no public benefit which
outweighs this harm. The proposed development is therefore contrary to paragraph 215 of Chapter 16
(conserving and enhancing the historic environment) of the National Planning Policy Framework (2024);
policies D4 and HC1 of the London Plan (2021), policies PLAN1, DH1 and DH2 of Islington's Strategic
and Development Management Policies (2023) and the guidance contained within Islington’s
Barnsbury Conservation Area Design Guidelines (2002) and Islington’s Urban Design Guide (2017).
