The works would therefore cause harm to the significance of the heritage asset with no public benefit which outweighs this harm contrary to NPPF 2024, Policy HC1 of the London Plan (2021), policies PLAN1, DH1 and DH2 of Islington's Strategic and Development Management Policies (2023) and the guidance contained within the Urban Design Guide (2017) and the Barnsbury Conservation Area Design Guidelines (2002). Certified that this document contains a true record of a decision of the Council
