Delegated decision: Refused · Cyrus Wong
Why it was refused
Reason
As stated on the decision notice
1
REASON: The proposed development by virtue of the loss of historic fabric and unsympathetic
design would adversely affect the character and special architectural and historic interest of the listed
building. The works would therefore cause harm to the significance of the heritage asset with no
public benefit which outweighs this harm contrary to NPPF 2024, Policy HC1 of the London Plan
(2021), policies PLAN1, DH1 and DH2 of Islington's Strategic and Development Management Policies
(2023) and the guidance contained within the Urban Design Guide (2017) and the Barnsbury
Conservation Area Design Guidelines (2002).
