REASON: The proposed development would result in the unjustified loss of Public House (Sui
Generis) floorspace and the applicant has failed to demonstrate that the floorspace has been
adequately marketed. There are no exceptional circumstances to justify the loss of this floorspace.
The proposed change of use to an unrestricted Class E use is therefore contrary to Policy HC7 of the
London Plan (2021) and Policy R11 of Islington’s Strategic and Development Management Policies
(2023).

sustainable design standards during the design, construction and operation of the development in line
with policies S1, S2, S3, S4, S5, S6, S7, S8, S9 and S10 of Islington’s SDMP 2023.
