REASON: The proposed development, by reason of it siting, scale, detailed design and visually intrusive appearance is an incongruent form of development within the surrounding streetscene. The containers are having a detrimental impact on the character and appearance of the conservation area as well as the setting of the nearby listed building. The proposal is therefore contrary to the National Planning Policy Framework (2024), policies D3, D4 and HC1 of the London Plan (2021), policies PLAN1, DH1, DH2 and H1 of Islington's Strategic and Development Management Policies (2023) and the guidance set out in Islington’s Urban Design Guide (2017 and the Hilmarton Conservation Area Design Guidelines (2002).
