REASON: The proposed development including basement extension, ground and first floor plan form alteration including demolition of the original rear wall by virtue of their detrimental impact on the historic plan form, loss of historic fabric, harm to the retained fabric and unsympathetic design would adversely affect the character and special architectural and historic interest of the listed building and would fail to preserve or enhance the character and appearance of the conservation area in contrary to NPPF (2024), Policies D4 and HC1 of the London Plan (2021), Policies PLAN1, DH1 and DH2 of Islington's SDMP (2023), Policy AAP8 of Bunhill and Clerkenwell Area Action Plan (2023), as well the guidance contained within the Urban Design Guide (2017) and Clerkenwell Green Conservation Area Design Guidelines (2002).

REASON: The applications by virtue of lack of definitive and corroborated information and sufficient justification of proposed works, including but not limited to cleaning of external brickwork, internal wall insulation, windows, shopfront and staircase, would not allow for full understanding and assessment of the impact on the special architectural or historic interest of the heritage assets to demonstrate a sufficient degree of compliance with NPPF (2024), Policies D4 and HC1 of the London Plan (2021), Policies PLAN1, DH1 and DH2 of Islington’s SDMP (2023), Policy AAP8 of Bunhill and Clerkenwell Area Action Plan (2023), as well the guidance contained within the Urban Design Guide (2017) and Clerkenwell Green Conservation Area Design Guidelines (2002).
