adversely affect the character and special architectural and historic interest of the listed building and
would fail to preserve or enhance the character and appearance of the conservation area in contrary
to NPPF (2024), Policies D4 and HC1 of the London Plan (2021), Policies PLAN1, DH1 and DH2 of
Islington's SDMP (2023), Policy AAP8 of Bunhill and Clerkenwell Area Action Plan (2023), as well the
guidance contained within the Urban Design Guide (2017) and Clerkenwell Green Conservation Area
Design Guidelines (2002).
