its design, scale, height, siting and prominent location would increase visual clutter and would have a
harmful impact on the character and appearance of the area and the streetscene. The proposal would
therefore be contrary to policies D3, D4 and T2 of the London Plan (2021), policies PLAN1, DH6, ST3
and T4 of Islington’s Strategic and Development Management Policies (2023) and the guidance
contained within Islington's Urban Design Guide (2017).
