The backland development would be out of keeping with the character of the street scene and the wider
area, would have a detrimental impact on the privacy and amenities of the adjoining properties and the
narrow path leading to the proposed properties raises highway safety concerns as it could lead to conflict
between pedestrians and vehicles and would not provide adequate access for emergency vehicles. The
development would thereby be contrary to Policies CS8 (Character, Design and Heritage), DM10 (Design
Requirements for New Developments (including House Extensions) of Kingston Council's Core Strategy
April 2012 and Paragraph 114 and 115 of the NPPF 2023.
