Avenue Local Centre. In the absence of rigorous marketing evidence demonstrating a lack of viable
commercial demand, the proposal fails to support the economic vitality and viability of the designated
centre, contrary to Policy DM17 of the Kingston Core Strategy, Policies SD6 and E9 of the London Plan,
and Paragraph 85 of the National Planning Policy Framework.

The proposed dwelling, by reason of its 39-square-metre internal floor area falling significantly below
minimum space standards for a 1b2p unit, the absence of private outdoor amenity space, and an unsafe
pedestrian access route through a commercial corridor, would provide a severely substandard level of
accommodation for future occupiers contrary to Policy D6 of the London Plan, Policy DM10 of the Kingston
Core Strategy, and the Residential Design Supplementary Planning Document.
