lack of subservience, appears as an incongruous and overbearing addition to the host
building and terrace, combining with the existing roof extension tosubsume the original
rear elevation of the dwellinghouse. As such, the proposed development is contrary to
Paragraph 127 of the National Planning Policy Framework (2019); Policy D1 'London's
form, character and capacity for growth of the London Plan (2021); Policy 15 'High
quality design for Lewisham' of the adopted Core Strategy (June 2011), DM Policies
30 'Urban design and local character' of the Development Management Local Plan
(November 2014) and the Alterations and Extensions SPD (April 2019).

The proposed rear extension, would by reason of its siting, bulk and scale result in an
unneighbourly form of development that would harm the amenity of occupants at 135
Southend Lane by way of creation of an overbearing sense of enclosure and loss of
outlook, contrary to Policy 15 High quality design for Lewisham of the Core Strategy
(June 2011) and Policy 31 Alterations and extensions to existing buildings including
residential extensionsof the Development Management Local Plan (November 2014)
and the Alterations and Extensions SPD (2019).
