Prior approval is refused under Condition MA.2(2)(f) of Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), as the development would fail to provide adequate levels of natural light to all of the habitable rooms in the development, contrary to Paragraph 135 of the National Planning Policy Framework (2024), Policy D6 of the London Plan (2021), and Policy QD8 of the Lewisham Local Plan (2025).

Prior approval is refused under Condition MA.2(2)(a) of Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), as in the absence of a Section 106 agreement preventing future residents from obtaining parking permits for the surrounding Controlled Parking Zone, the development would not provide the minimum necessary vehicle parking contrary to the objective of reducing car dependency. Consequently, the development would fail to comply with the provisions of Paragraphs 115 and 116 of the National Planning Policy Framework (2024), Policy T6 and T6.1 of the London Plan (2021), Policy 14 of the Lewisham Core Strategy (June 2011), Policy 29 of the Development Management Local Plan (November 2014).
