The proposed development by reason of its Flood Zone 3a and proximity to the River
Quaggy would result in an increase flood risk to the local area and prevent access and
maintenance to the river. In addition, the development fails the sequential and
exceptions tests due to the failure to identify compatible alternative sites and
demonstrate that the development will be safe for its lifetime without increasing flood
risk elsewhere. The development is therefore contrary to The National Planning Policy
Framework (2024), Policy SI 12 of the London Plan (2021) and Policies SD7 and SD9
of the Lewisham Local Plan (July 2025).

The proposed development, by reason of its excessive scale and height and siting on
the common boundary would have a detrimental impact on the ground floor living
conditions currently enjoyed by the occupiers of No. 57 Milborough Crescent in terms
of the loss of daylight/sunlight and outlook and being overbearing. The proposed
development is therefore contrary to Paragraph 135(f) of The National Planning Policy
Framework (December 2024), Policy QD9 of the Lewisham Local Plan (July 2025),
and the provisions of the Council's Alterations and Extensions SPD (2019).
