The proposed change of use, due to the failure to submit sufficient evidence to demonstrate that the proposed supported living residential home for adults (Use Class C2) would meet an identified local need for supported and specialised accommodation coupled with the lack of information regarding the intended service offer, responsible organisation(s), or operational and referral arrangements for intended occupiers, would result in the unjustified loss of an existing single family dwelling-house which is a valuable housing resource that contributes to the delivery of housing choice in Lewisham, contrary to the Council's aim to build mixed, balanced and sustainable communities. Therefore the proposed development would be contrary to Policies H8 and H12 of the London Plan (2021) and Policies HO1 and HO6 of the Lewisham Local Plan (2025).
