The proposed change of use of the property from a dwellinghouse (Use Class C3) to a
large house in multiple occupation (Use Class Sui Generis) is unacceptable in
principle due to its location in an area with a low public transport accessibility (PTAL)
rating of 2 meaning the site is not well-connected to local services by walking, cycling,
or public transport, which is likely to result in increased car ownership and additional
parking stress on the local highway network. This in addition to the absence of a
parking stress survey which would be detrimental to local amenity and contrary to the
NPPF (2024), Policies T4 and T6 of the London Plan (2021), and Policies HO8, TR1
and TR4 of the Lewisham Local Plan (2025).

The proposed change of use of the property from dwelling house (Use Class C3) to
large house in multiple occupation (Use Class Sui Generis), by reason of the loss of
an existing house suitable for family occupation and is sited within an area identified as
being close to overconcentration of HMOs in Perry Vale at an immediate sub-ward
level would lead to unacceptable harm to Lewisham in terms of reducing the
availability of single-family dwellinghouses that contributes to the delivery of housing
choice in the borough thereby detracting from the Council's aim to foster mixed,
balanced and sustainable communities contrary to the NPPF (2024) and to Policies
GG1,GG2 and H9 of the London Plan (2021) and Policy HO8 of the Lewisham Local
Plan (2025).

The proposed development, by providing an undersized ground floor kitchen area
would fail to provide facilites that are functional, and fit for purpose for occupiers of the
new development. Consequently, the development fails to demonstrate that future
occupants would enjoy acceptable living conditions contrary to Policy D6 of the
London Plan (2021), Policy HO8 of the Lewisham Local Plan (2025) and Lewisham's
Standards for licensable Houses in Multiple Occupation.
