to the rear, would result in an over-scaled and incongruous form of development that
would be detrimental to the character and appearance of the host terrace, its setting
and the wider Forest Hill Conservation Area, contrary to Chapter 16 of the National
Planning Policy Framework (2024), Policies D1, D3 and HC1 of the London Plan
(March 2021), and Policies HE1 and HE2 of the Lewisham Local Plan (July 2025).

The proposed development fails to demonstrate that acceptable living conditions for all
future occupiers would be achieved, by reason of the undersized gross internal area of
Flat 3; undersized outdoor amenity space afforded to Flat 4; inadequate internal
storage provision; lack of privacy for Flat 1; and no demonstration that the open plan
living rooms would receive adequate levels of daylight, contrary to Paragraph 135 of
the National Planning Policy Framework (2024), Policy D6 of the London Plan (2021),
and Policies HO8 and QD2 of the Lewisham Local Plan (2025).

and result in an unacceptable sense of enclosure to existing rear windows at No14a
London Road, and a loss of privacy to rear windows at No.14a London Road and
No.6a Havelock Walk, contrary to Paragraph 135 of the National Planning Policy
Framework (2024), Policies HO2, QD7 & QD8 of the Lewisham Local Plan (2025) and
the Council's Alterations and Extensions SPD (November 2019).
