The proposed shopfront alterations, by reason of an incongruous and historically
inappropriate design, including the relocation of the entrance away from the
established recessed arrangement, the introduction of bi-fold windows and a solid
panel, and the absence of traditional detailing, would have an unacceptable impact on
the character and appearance of the Blackheath Conservation Area in terms of failing
to respond to the established architectural composition and historic shopfront design
of Royal Parade contrary to paragraph 212 of the National Planning Policy Framework
(2024), Policy HC1 of the London Plan (2021) and Policy HE1, HE3 and QD11 of the
Lewisham Local Plan (2025), and the provisions of the Shopfront Design Guide SPD
(2006).
