Why it was refused

Reason
As stated on the decision notice
1
The applicant did not sign a S106 agreement as requested by Planning Officers to ensure the basement flat (Flat 2) would remain permit free. As such the proposals are considered to have an unacceptable impact on the highway and the surrounding Controlled Parking Zone. The proposals therefore fail to comply with policies DM T2 of Merton's Sites and Policies Plan 2014 and CS 18 of the Core Strategy (2011).
