The proposed single storey outbuilding, by reason of its combined design, siting, scale, depth and height would result in an unsympathetic, dominant, overbearing, and visually intrusive form of unneighbourly development that fails to appear proportionate to the scale of the host property and would result in an increased sense of enclosure to the detriment of the amenity of neighbouring occupiers, in particular, 24 Burnham Road. The proposals would be contrary London Plan 2021 Policy D3, Core Strategy Policy CS14 and Policies DMD2 and DMD3 of the Merton Sites and Policies Plan 2014.
