The proposed rear dormer, due to its lack of setback from the eaves results in a visually intrusive, bulky, incongruous and unsympathetic form of development that would harm the character and appearance of host dwellinghouse and the visual amenity of the locality. The proposal is therefore contrary to policies D3 and D4 of the London Plan 2021, policies DMD2, DMD3 and DMD4 of The Merton Sites and Policies Plan 2014, and policies CS14 of the LBM Core Strategy 2011.
