The proposed rear external staircase is a visually incongruous and intrusive feature that fails to
respect the character and appearance of the existing property and the terrace within which it is
situated. The development is therefore contrary to:
The National Planning Policy Framework (MHCLG, July 2021);
Policies D1 and D4 of The London Plan (GLA, 2021); and,
Policies S6, SP1, SP3 and SP8 of the Newham Local Plan (Adopted December 2018).

The proposed rear external staircase would result in an unacceptable impact on neighbouring
amenity. The structure would harm the amenity for the occupants of the ground floor flat at 110
Gwendoline Avenue in terms of sense of overbearing, loss of outlook, loss of privacy, loss of
daylight, and overshadowing. The structure would also result in a loss of privacy and appears
overbearing in the rear gardens of 112 and 108 Gwendoline Avenue. The development is
therefore unneighbourly and as such contrary to:

Policies SP2, and SP8 of the Newham Local Plan (Adopted December 2018).
