existing local and town centres. The proposal is therefore contrary to:
National Planning Policy Framework (MHCLG, December 2024);
Policies SP1, SP6 and INF5 of London Borough of Newham’s Local Plan (December 2018).

The proposed development, by reason of its excessive bulk and scale and ill-fitting design, is
considered to result in undue harm to the character and appearance of the original building,
surrounding context and public realm. The proposal is therefore contrary to:
National Planning Policy Framework (MHCLG, December 2024);
Policies D3 and D8 of the London Plan (GLA, March 2021);
Policies SP1 and SP3 of the London Borough of Newham Local Plan (December 2018).
