Reason 1
The proposal would result in the loss of a seven-bedroom family sized home without meeting the
relevant criteria for release/conversion in Policy H3 and H4 of the Newham Local Plan. The loss of a
family sized home that is the most needed house type in the Borough and across London and is
specifically protected by the London Plan and the Newham Local Plan is considered to undermine the
policy objective in terms of delivering healthy, stable, balanced and mixed communities. Additionally, it
fails to meet the locational and spatial requirements for HMO conversion. The proposal is not
acceptable in principle and is contrary to:
Policies GG4, H8 and H10 of the London Plan (GLA, March 2021)
Policies S1, S6, H1, H3 and H4 of the Newham Local Plan (December 2018)

Reason 2
In addition, the proposed layout, by virtue of not providing adequately-sized bedroom and communal
living space, would not provide its future residents an acceptable quality of accommodation. The
proposal is therefore contrary to;
Policies D3, D4 and D6 of the London Plan (GLA, March 2021)
Policies S1, SP1, SP2, SP3, H1, and H4 of Newham Local Plan (December 2018)

Reason 3
The rear and side canopy is not considered to be of an appropriate design and material finish in
relation to the character of the host building and is considered unacceptable in terms of design. The
proposal is therefore contrary to;
Policies D3 and D4 of the London Plan (GLA, March 2021)
Policies S1, SP1, SP3, and H1 of Newham Local Plan (December 2018)

The change of use of the property to a House in Multiple Occupation is considered to give rise to
unacceptable impacts of noise and disturbance, to the detriment of the amenity of the local area and
the neighbouring residents. The proposal is therefore contrary to;
Policies GG1, GG3, GG4, D3, D8 and D14 of the London Plan (GLA, 2021)
Policies SP1, SP2, SP3, SP8, H1 and H3 of the Newham Local Plan (December 2018)
