Reason 1 The proposed development would represent overdevelopment of the site, with the proposal by virtue of its excessive bulk, mass, scale and poor design representing an ill-fitting pattern that would fail to respect the character and appearance of the host building and fail to be in keeping with the surrounding local context. The proposed development is therefore contrary to: • National Planning Policy Framework (MHCLG, December 2024); • Policies D3 and D4 of the London Plan (GLA, March 2021); • Policies S1, S6, SP1, and SP3 of the London Borough of Newham Local Plan (December 2018).

Reason 2 The proposal by reason of excessive bulk and scale at second and third floor levels, would result in unacceptable loss of daylight, sunlight and outlook and increase the sense of overbearing and enclosure to No. 27 Balaam Street. The proposed development is therefore contrary to: • National Planning Policy Framework (MHCLG, December 2024); • Policy D3 of the London Plan (GLA, March 2021); • Policies S6 and SP8 of the London Borough of Newham Local Plan (December 2018). The above policies can be viewed online via the respective government websites ie. the Council's website www.newham.gov.uk , the GLA’s website www.london.gov.uk and the www.gov.uk website.
