contrary to:
• The National Planning Policy Framework (MHCLG, December 2024);
• Policy D3 of the London Plan (GLA, March 2021) and;
• Policies SP2, SP3, H1 and H3 of the Newham Local Plan (LBN, December 2018)

The loss of the garden for the occupiers of No. 13A Spencer Road would give rise to a reduction in
quality of accommodation to the detriment of these neighbouring occupiers. The proposed development
is therefore contrary to:
