2
Policies SP1, SP3, H1 and H3 of the Newham Local Plan (December 2018) Reason 2 – Urban Design and Place Making The proposed development by virtue of its poor quality design, fails to be in keeping with the established pattern of development in the locality. The proposed dimensions and use of materials used would fail to respect the established patterns and forms found within the local vicinity. The rear of the property would also create an awkward and oppressive feature which would be contrary to the character and appearance of the existing building at no. 7 Vicars Close and the wider terrace. The proposal is therefore contrary to:

4
Policies S1, SP1, and SP3 of the Newham Local Plan (December 2018) Reason 3 – Neighbouring Amenity The proposal would cause significant harm to the residential amenities of no. 7 Vicars Close in terms of access to privacy and outlook by virtue of its main window aspects and rear private amenity space directly abutting and overlooking the rear garden of the existing property. The proposal is therefore contrary to:
5
Policies D3 and D6 of the London Plan (GLA, March 2021)
6
Policies SP1, SP3, and SP8 of the Newham Local Plan (December 2018) Reason 4 – Waste Management The proposal fails to provide adequate waste management for future occupants on site and also the proposed siting of waste bins would impact access and escape at the proposed unit. The proposal is therefore contrary to:
7
Policies D3 and T2 of the London Plan (GLA, March 2021)
8
Policies SP1, SP3, and INF3 of the Newham Local Plan (December 2018) Reason 5 – Cycle Storage The proposal fails to clearly and adequately provide sufficiently cycle storage on site at the proposed unit, siting potential storage either in limited internal living space or within limited private amenity space. The proposal is therefore contrary to:
