Reason 1
The proposed development would result in the loss of a family-sized dwellinghouse without meeting the
relevant criteria for release/conversion as outlined in Policy H4 of the Newham Local Plan. The loss of
a family-sized home that is the most needed house type in the Borough and across London is considered
to undermine the policy objective in terms of delivering healthy, stable, balanced and mixed
communities. Therefore, the proposed development is not acceptable in principle and is contrary to:
Policies GG4, and H10 of the London Plan (GLA, March 2021)
Policies S1, S6, H1, H3 and H4 of the Newham Local Plan (December 2018)

Reason 2
The proposed scheme would deliver an unacceptable standard of residential accommodation.
Apartment 1 would fall below the required gross internal area standards, while Apartment 3 would be
subject to insufficient levels of daylight, sunlight, and privacy. Apartment 2 would similarly experience
compromised levels of privacy and would lack any provision of private outdoor amenity space.
Collectively, these deficiencies would result in poor living conditions for future occupiers. The proposal
is therefore contrary to;
Policies GG4, and D6 of the London Plan (GLA, March 2021)
Policies SP1, SP3 and H1 of the Newham Local Plan (December 2018)

Reason 3
The proposed development fails to respond appropriately to the established grain and pattern of
development within the surrounding area. By virtue of its siting, layout, scale, design, and overall
appearance, the scheme would appear incongruous within the local context and would give rise to
unacceptable impacts in terms of urban design and visual amenity. The proposal is therefore contrary
to;
Policies D3, and D4 of the London Plan (GLA, March 2021)
Policies S1, SP1, and SP3 of the Newham Local Plan (December 2018)
