Reason 1 The proposed development by reason of its excessive scale and massing, would fail to comply with the Woodgrange Estate Conservation Area Design Guide, resulting in an ill-fitting design that would dominate the rear elevation of the dwellinghouse and fail to respect the character and appearance of the Conservation Area. In addition, the application has failed to demonstrate adequate use of materiality as required by the Woodgrange Estate Conservation Area Design Guide. The proposal is therefore contrary to: • The National Planning Policy Framework (MHCLG, December 2024); • Policies D3, D4 and HC1 of the London Plan (GLA, March 2021); • Policies SP1, SP3 and SP5 of the London Borough of Newham Local Plan (December 2018); • Altering and Extending Your Home SPD (Adopted 01 February 2018); and • Woodgrange Conservation Area Design Guide (October 2022).

Reason 2 The proposed development, by virtue of proximity to No. 47 Windsor Road, would result in unacceptable harm to the amenities of this neighbouring occupier in terms of loss of daylight/sunlight, outlook and a sense of overbearing which represents an unneighbourly form of development. The proposal is therefore contrary to: • The National Planning Policy Framework (MHCLG, December 2024); • Policy D3 of the London Plan (GLA, March 2021); and • Policy SP8 of the London Borough of Newham Local Plan (December 2018). The above policies can be viewed online via the respective government websites ie. the Council's website www.newham.gov.uk the GLA’s website www.london.gov.uk and the www.gov.uk website.
