The proposed change of use to a Class C2 children's residential home is considered unacceptable in principle. The change of use would result in the loss of an existing family-sized dwelling, without appropriate justification that the Class C2 use proposed would be in accordance with the Development Plan. Particular concern is held for deviation from Policy H3 of the Local Plan (2018), due to the failure for this proposal to evidence it meeting requirements pertaining to management, accommodation quality, and local need. Therefore, this proposal is contrary to: • Policies H10 and H12 of the London Plan (2021); and • Policies H3 and H4 of the London Borough of Newham Local Plan (2018).

The proposed Class C2 children's home has failed to demonstrate an appropriate quality of accommodate for children in care. The proposal has failed to demonstrate it would meet relevant Ofsted assessment criteria, which is pertinent to requirements of the Development Plan, on a number of counts, including the management and leadership of the care provision; the needs of the children in care; and the arrangement of the residential accommodation itself. Therefore, this proposal is contrary to: • Policy H12 of the London Plan (2021); and • Policy H3 of the London Borough of Newham Local Plan (2018).

The proposed change of use to a Class C2 children's home has failed to identify appropriate transport arrangements for the site. It has not been made clear within the proposal how sufficient alternatives to motor vehicles are encouraged, through implementation of cycle storage or robust alternative transport schemes. Therefore, this proposal is contrary to: • Policies T1, T2, T3, T4, T5, and T6 of the London Plan (2021); and • Policy INF2 of the Newham Local Plan (2018). The above policies can be viewed online via the respective government websites ie. the Council's website www.newham.gov.uk , the GLA’s website www.london.gov.uk and the www.gov.uk website.
