for the following reason(s): Reason 1 (Inaccurate Plans) The submitted plans contain various of discrepancies and inconsistencies. In particular, inconsistencies have been identified within the proposed floor plan, sections and elevation drawings (Page no.: 2 – Proposed Floor Plans – Set A ; Page no.: 3 – Existing and Proposed Elevations - Set A; page no.: 4 – roof plans – Set A;. Consequently, the submitted information does not provide clarity or certainty required to properly assess the acceptability of the proposal against the development plan. The discrepancies would render the submitted drawings ambiguous and open to interpretation, prejudicing proper planning. The proposal is therefore contrary to:  The London Plan (GLA, March 2021)  The Newham Local Plan (December 2018) Reason 2 (Quality of Accommodation) Notwithstanding Reason 1, the illustrative drawings indicate that the proposed development fails to meet the required standards for internal space, layout, and residential quality. Both units fall below the national prescribed minimum space standards, and do not provide private amenity space. In addition, the proposal fails to address the Agent of Change principle, resulting in likelihood of unacceptable living conditions for future occupiers due to noise and odour disturbance from the existing commercial use. The proposal is therefore contrary to;  Policies GG4, and D6 of the London Plan (GLA, March 2021)  Policies SP1, SP3 and H1 of the Newham Local Plan (December 2018) Reason 3 (Impact to Neighbouring Amenity) The proposed development the fails to adequately address the Agent of Change principle and introduces the potential to undermine the continued operation of the existing ground floor commercial unit, given the identified conflict with the side elevation flue. The proposal is therefore contrary to:  Policy D3 of the London Plan (GLA, March 2021)  Policies SP1 and SP8 of the Newham Local Plan (December 2018) The above policies can be viewed online via the respective government websites ie. the Council's website www.newham.gov.uk , the GLA’s website www.london.gov.uk and the www.gov.uk website.
