ADDITIONAL DETAIL TO DESCRIBE PROPOSAL: The customer wished to meet to discuss the installation of an obscurely glazed window on the side elevation of the property and the creation of an off street parking space including the demolition of a wall and erection of a gate with dropped kerb. No plans were supplied 2. SUMMARY OF PLANNING ADVICE: The officer explained that the installation of a ground floor window on the side elevation would be classed as permitted development under Class A of The Town and Country Planning (General Permitted Development)(England) Order 2015 (GPDO). The GPDO restricts first floor windows to be obscurely glazed and non opening below 1.7 metres, however there are no restrictions on ground floor windows- apart from Condition A3 that the materials should match the existing dwellinghouse. It is recommended that a Certificate of Lawfulness is submitted this should be done before the works are started. The officer also advised that the installation of a crossover would not need planning permission as the access would be created on a non classified road (Charrington Road). The officer directed the customer to https://www.croydon.gov.uk/transportandstreets/rhps/pavements/crossovers/vehaccess1 for more information on how to submit a crossover application. The demolition of the rear wall and erection of a gate would also be classed as permitted development as long as it would not exceed 2 metres in height or obstruct the view of the highway. In summary, none of the works proposed would require planning permission, subject to the conditions specified. This the informal opinion of the duty officer and should note that if an application is submitted this will need to be reviewed fully by the planning officer allocated the proposal. This will include a site visit to understand the context of the site and its surroundings in full. 3.
