Construction of part three, part four storey detached building to accommodate 8 self-contained residential flats (Use Class C3) with provision of amenity space, car parking, cycle parking, refuse storage and landscaping (following demolition of existing dwellinghouse)
TPO no.498 - Following the removal of the increased level of soil around the oak tree, ref: 183818PTT, it has been discovered that the circumference of the base previously covered has rotted away. The base also contains large grubs and boring insects. Two tree surgeons have attended and both have strongly advised that the tree is effectively a dead and dangerous tree, and should be removed swiftly as there is a chance of it falling. We would greatly value the Council's Tree Department input as a matter of urgency. The tree is located extremely close to the Public footpath and it's fall could have detrimental impact on both members of the public, passing vehicle traffic and also the abode at number 4.
TPO NO.498 - After inspection by an arboriculturist, it has been advised that the soil level around the Oak in the front garden of 4 West Road was increased within the last 15 years. This has had the effect of causing the ordinarily air exposed trunk to be surrounded by moist soil. When the arboriculturist removed some soil from around the trunk as a pilot, there was a strong smell of damp. It may be that this is what has contributed to the numerous fungal outbreaks (as evidenced and mentioned in a previous application to remove the tree), and it is the hope that by returning the soil level to it's original ground height, the trunk at the base will be able to dry out and breathe, enabling the Oak to have the best opportunity to re-invigorate and recover from it's current state. The removal of the earth around the trunk will be carried out by hand to ensure that the trunk of the tree is protected. We hope that this enhances the wellbeing and health of the tree.
T1 - London Plane Further to the assessment of the Tree Section contained within Planning Notice 162163PTT 'TPO 498- T1 - London Plane- Crown reduce by 50%' , a proposal is submitted to increase the soil level in the immediate vicinity of the trunk of the London Plane, however not raising above the level of soil directly impacting upon the trunk of the tree.
Installation of a brick boundary wall with railings to the east elevation (facing West Road) as a consequence of enlarged site boundary; and alteration to existing boundary wall.
Split decision: Refuse - Front garden - works to T2 Oak. The proposed fell is excessive and unnecessary. Approve amended work - Front garden - T1 London Plane - crown reduce by 40%
Alteration of the front elevation incorporating the installation of a bay window in lieu of the garage door (following the conversion of the garage into a habitable room)
