Design Standards (2015 Technical Update) Supplementary Planning
Document.

The application lacks detail on the impact of introducing new partitions and
sub-dividing the principle room on the listed building. The supporting
Design and Access and Heritage Statements lack assessment by the
applicant on the significance of any heritage asset affected. Therefore the
level of detail provided in the supporting documentation is not
proportionate to the assets' importance and does not allow for a sufficient
understanding of the potential impact on the significance of the building, as
required by paragraph 189, 192 and 196 of the NPPF 2019. The proposal
therefore is not in accordance with: NPPF (2019) Section 16 Conserving
and enhancing the historic environment, the London Plan (2021) Policy
HC1 Heritage conservation and growth, Strategic Policy 12 Design and
Conservation of the Core Strategy (2011) and Saved Policies 3.15
Conservation of the Historic Environment and 3.17 Listed Buildings of the
