The proposed extension, due to excessive scale and the disruptive window design on the rear elevation, would cause harm to the significance of the listed building, the setting of the Grade II listed building no.16 Colnbrook Street and wider Grade II listed terrace 2-18 Colnbrook Street. The proposed removal of historic fabric would further cause harm due to the loss of plan form causing harm to the significance of the grade II listed building. The proposed works are therefore contrary to P19 - Listed Buildings and Structures and P20 - Conservation Areas of the Southwark Plan 2022, Heritage SPD (2021), Policy HC1 - Heritage conservation and growth of the London Plan 2021, Chapter 16 Conserving and enhancing the historic environment of the NPPF 2021, and the Planning (Listed Buildings and Conservation Areas) Act 1990.
