Reasons for Refusal 2. The proposal has not provided a contribution toward the delivery of social rented and intermediate housing. The lack of an affordable housing contribution has not been justified with the submission of a viability statement to evidence why this is not possible. As such, the proposal is contrary to Chapters 2 'Achieving sustainable development' and 5 'Delivering a sufficient supply of homes' of the National Planning Policy Framework (NPPF) (2021), Policies H1 'Increasing housing supply' and H4 'Delivering affordable housing' of the London Plan (2021) and P1 'Social rented and intermediate housing' of the Southwark Plan (2022). 3. The proposal fails to provide sufficient private and communal amenity space on site resulting in poor amenity for future occupiers. Furthermore the applicant has failed to mitigate the lack of onsite space by way of a financial contribution. As such the proposal is contary to Policy P15 of the Southwark Plan 2022 the 2015 Technical Update to the Residential Design Standards SPD (2011) Affordable Housing SPD and Section 106 Planning Obligations and Community Infrastructure Levy (CIL) SPD. 4. The proposal has failed to provide cycle storage provision resulting in poor sustainable transport provisions. As such this proposal fails to comply with Chapter 9 (Promoting sustainable transport) of the National Planning Policy Framework (2021); Policy T5 (Cycling) of the London Plan (2021); Policy P53 (Cycling) of the Southwark Plan (2022). 2 5. The proposal has failed to provide sufficient refuse storage demonstrating that refuse will be appropiratley stored within the site protectecing the amenity of the site and the area in general from litter, odour and potential vermin/pest nuisance in accordance with Chapters 8 (Promoting healthy and safe communities) and 12 (Achieving well-designed places) of the National Planning Policy Framework (2021); Policy D4 (Delivering good design) of the London Plan (2021); Policy P62 (Reducing Waste). 6. The proposed mansard (front elevation) would have a detrimental impact on the street scape , would be out keeping and would not be subserviant. Therefore the posposed mansard (front elevation) fails to comply with Policy D4 Delivering good design of the London Plan 2021 Policy P13 Design of places and Policy P14 Design quality of the Southwark Plan 2022
